Description of the course

The central  issue discussed in this course is the question of whether or not a world of rival regional trading blocks competing among themselves is currently emerging.. First, patterns of the  geographic distribution of world trade in goods and services will be examined. Thereafter will be analyzed the reasons that led to the rapid expansion of regional trade arrangements as from the mid 1970s, first in Europe and/or in cooperation with it (the EC, EFTA), as well as in the rest of the World (ASEAN, NAFTA, MERCOSUR). The different arrangements will be analyzed distinguishing between old and new forms of economic integration (such as deep integration). Additionally, an analysis of the position taken by the WTO regarding trade preferences will also be included.  Some attention will be given, if time allows,  to Israel's trade and other economic agreements with other countries and international economic organizations  (including the OECD). 


Program

International economics as an academic discipline. International trade: its qualitative and quantitative importance. Economic effects of trade liberalization. The international trade regime after 1945, the GATT and the WTO (World Trade Organization). GATS. Discriminatory trade liberalization. Different forms of economic integration. Their link with  trade discrimination. The Theory of Customs Unions and other theories of economic integration. The Most-Favoured-Nation rule. Article 24 of GATT and article 5 of GATS.  The old regionalism: The European Economic Community (EEC). EFTA. Deepening and Enlargements of the EC and its successor, the EU (European Union). The New Regionalism: NAFTA, MERCOSUR, AFTA and ASEAN. Rules of origin: preferential and non-preferential. Regional trade agreements in Africa and Central America. Cross-regionalism and other deviations from regionalism. Israel's free trade agreements. 


Credit for the course

It is based on a final comprehensive written exam (100% of the final mark).

Towards the exam students must:
-  Read and sum up the obligatory readings marked with an asterisk. Questions will be included in the final exam regarding the readings.
- Learn what has been presented in class. Therefore the students are strongly encouraged to attend the lectures.

NOTE: The final exam will take the form of a questionnaire in English with closed and probably some open questions. Students are strongly encouraged to answere to the open questions in the final exam, as well as intervene in class in English. However students are exceptionally allowed to answer the open questions in the exam also in the following languages: Hebrew, French and Spanish.
